Data centers used 4.4% of US electricity in 2023 and could reach 12% by 2028 (Berkeley Lab, 2025). In the same stretch, 75% of Americans said they would oppose one near their home (Heatmap and Change Research, August 2026). The fight over that gap has settled into two sides. One for Data Centers says the other side are hypocrites. The other side against Data Centers claims the terms are unfair. We ran the issue through Contextualism, our framework for training AI to grasp the full picture of a complex issue by stress testing it across four quadrants simultaneously. An opinion is not an understanding. Contextualism forces both artificial intelligence and executive decision makers to confront every side of a problem with equal rigor. One cannot claim an informed position until you have carried the full weight of the tradeoffs.
The four filters
PROTAGONIST. The case for Data Centers. Americans demand data center output one streaming session, backup drive, social media post, and AI prompt at a time. And the demand is increasing. 83% of adults use streaming services (Pew Research, 2025), and generative AI, cloud backups and connected cars ride the same tracks produced by these centers. "The cloud" is a marketing word for a literal data center warehouse of servers, water and power lines, and it has to be put somewhere. Wanting an always on digital lifestyle, with answers in real time, while refusing the infrastructure that makes it happen is simply wanting the service without paying the freight.
ANTAGONIST. The case against Data Centers. Host communities are not rejecting technology or the computing power needed for it. They are rejecting the raw deal. In Loudoun County, Virginia, data centers now produce 38% of local tax revenue, over $1.1 billion, yet residents deal with persistent industrial hum, choked road networks, and grid volatility arriving years faster than utility planning can absorb. When a single facility pulls up to 5 million gallons of water a day during peak heat (EESI, 2023) the asymmetry becomes glaring: the benefits spread globally, but the structural pain stays entirely on one local cul de sac.
WITNESS. What the average person knows. Most people meet data centers in headlines and on their utility bill, and have never toured one. They know the slogans: AI uses a lot of power and water, and a company wants land near town. They do not know cooling methods, interconnection queues, or how much of a rate increase traces to a data center. Pew recently confirmed that public sentiment sours the more people learn about local builds (Pew Research, March 12th, 2026). Public sympathy naturally defaults to neighbors protecting their homes and the trade workers looking for site jobs, not balance sheets in Silicon Valley.
UTILITARIAN. The greatest good. World data center demand is on track to double to about 945 terawatt hours by 2030, which is more electricity than the whole country of Japan uses in a year (IEA, 2025). That load funds hospital diagnostics, drug discovery compute and thousands of jobs. The people nearest the substation absorb the cost first. But right now, the ratepayer three counties over is quietly subsidizing high voltage grid expansions they never voted for and won't directly benefit from. The friction isn't about electrons. It's about who gets stuck with the bill.
Where the truth lives
Strip away the rhetoric, and both sides actually agree on the fundamentals: the physical hardware has to live somewhere, the capacity demands are surging, and the digital economy carries heavy physical consequences. What they disagree on is who absorbs that cost, and the evidence says it lands on the people nearest the site and on ratepayers who never opened a chat window. Loudoun County shows both halves at once. The money arrived and the terms did not.
The solution: The Front Loaded Compact
Build the data centers, on one condition. Make the host community whole before the first server ever turns on. That is a compact between the data center operator and the community, with four written terms covering power, water, rates and revenue.
- Self Generation or Full Grid Pre Funding: The operator either sources its own off grid baseline generation or pays 100% of the substation and transmission upgrades upfront prior to zoning sign off.
- Zero Potable Cooling Mandate: Closed loop systems only. Zero tap from municipal drinking water reserves, backed by public, meter level reporting every quarter.
- Ironclad Ratepayer Protection: The developer signs a ratepayer hold harmless agreement filed directly with the state utility commission, contractually backstopping any residential rate adjustments tied to their load.
- Direct Neighborhood Equity: A fixed slice of year one local tax proceeds must go directly into capital projects for the immediate host district, with dollar amounts codified before council votes.
Rejecting a site locally doesn't solve the energy crisis; it simply pushes the facility into an adjacent county with weaker regulations. A clear compact shifts the public debate from emotional resistance to hard transactional terms.
Operational Moves for Health System Leaders
If you oversee clinical operations, surgical suites, or large footprint facilities, your physical plant is already competing for the same constrained grid capacity as these server halls. Your next surgical pavilion or multi ton imaging expansion is in the very same interconnection queue.

- Pull the commercial rate cases in your county. Review the public filings with your state utility commission to determine whether local commercial health systems and families are underwriting substation improvements for private data campuses.
- Enforce clinical priority in load shed protocols. If grid emergencies strike during summer heat spikes, ensure your acute care facilities, life support circuits, and ambulatory surgical centers hold explicit priority over industrial compute loads in local curtailment agreements. Get it locked in writing.
- Introduce the Four Term Compact at county hearings. When local planning commissions take public comment, bring these terms. It shifts the room from an unproductive shouting match into an enforceable business negotiation.
The Core Choice for Local Leadership
- Approve under a compact or deny entirely. Approve with binding terms. Denial simply shifts the demand across municipal borders while leaving your regional grid equally exposed.
- Who enforces compliance: Hand regulatory oversight to the county rather than an insulated utility board. County commissioners face voters; utility commissions rarely do.
